Le temps des « Grandes stratégies »
Tout le monde s’accorde aujourd’hui pour dire que l’Humanité ne sera plus la même après la fin de la pandémie du covid-19, la géopolitique mondiale sera chamboulée et les intérêts des pays vont inéluctablement prendre des formes nouvelles et des objectifs différents durant cette année 2020. Le président de la République, Abdelmadjid Tebboune l’avait souligné d’ailleurs tout récemment lors de sa rencontre avec la presse nationale. Du coup, notre pays qui devait revoir, de fond en comble, son mode de fonctionnement et tracer des voies salutaires après des décennies de gouvernance catastrophique, se voit obligé de revoir sa copie, les paramètres ont changé et la donne mondiale n’est plus la même.
En effet, l’Algérie ne doit plus se contenter, aujourd’hui, d’élaborer un plan de développement à la mode traditionnelle, à l’image des plans quinquennaux des années 70, où se satisfaire d’un programme dont les objectifs ne dépassent rarement le temps d’un mandat présidentiel. Nous sommes aujourd’hui face à une réelle redistribution des cartes sur l’échiquier mondial et la vision devrait être plus prospective que factuelle, elle devrait être pensée autrement et ses grandes lignes devront aller au-delà des différents chapitres du programme électoral sur la base duquel le président à été élu en décembre dernier. C’est toute une nouvelle façon de réfléchir sur l’avenir du pays qui doit être mise sur la table. On ne devrait plus se contenter de savoir comment ne plus être dépendant uniquement de nos ressources en hydrocarbures ou comment développer notre agriculture et éventuellement développer notre petite industrie. L’enjeu, aujourd’hui est plus grand, c’est une place dans un monde nouveau que rares sont ceux qui oseraient tracer les contours en ces temps de pandémie. Les secousses de ce « séisme » mondial et les soubresauts qu’engendrerait son impact restent difficiles à imaginer, d’où la nécessité d’aller au-delà des recettes traditionnelles en matière de politique nationale et même internationale. C’est une vision globale dont on aura besoin et des solutions plus élaborées, pour ne pas dire originales pour espérer maintenir le cap et pouvoir négocier une bonne place dans le monde de demain. C’est un grand chantier national que nous devront échafauder et qui nécessite non pas une simple stratégie, mais une « Stratégie supérieure »..
Le concept n’est pas nouveau, la Stratégie supérieur (ou grande stratégie), « Grand Strategy », chez les anglo-saxons, est la forme de planification la plus complexe d’un pays vers la réalisation d’un objectif à long terme. La formulation et la mise en œuvre d’une grande stratégie nécessitent, selon les experts, l’identification d’un objectif national, une évaluation approfondie des ressources de l’État et, en fin de compte, le rassemblement de ces ressources de manière très organisée pour atteindre l’objectif. Bien que cette grande stratégie concerne les affaires nationales en temps de guerre et en temps de paix, les approches nationales ont historiquement été fondées sur l’existence d’un ennemi qui doit être vaincu. À cette fin, les décideurs politiques tentent de développer la meilleure façon possible de coordonner les prouesses militaires, l’influence politique, la capacité diplomatique et la puissance économique au sein d’une stratégie nationale cohérente.
