Selon Josep Borrell, avec cet accord, « plus de la moitié des réserves » de l’institution, placées dans des banques de pays du G7 seraient paralysées. Samedi déjà, les membres du G7 et l’Union européenne s’étaient mis d’accord pour bloquer les opérations de la Banque centrale russe sur leur sol, ce qui revient à restreindre drastiquement ses capacités de convertir ses réserves de change (devises étrangères, obligations souveraines libellées dans des devises occidentales…).
Objectif : empêcher Moscou d’y recourir pour financer le conflit en Ukraine et contrer l’impact des sanctions occidentales sur l’économie russe.
« Si les leaders occidentaux « parviennent à arrêter le fonctionnement de la Banque centrale russe, cela aura réellement un effet sur le peuple de Russie », a affirmé le président de la Banque mondiale David Malpass sur la chaîne CBS.
Comprenant notamment des actifs en dollars, euros et yuans, mais également des réserves d’or, les réserves de la Banque centrale, s’élèvent à environ 640 milliards de dollars selon l’agence financière Bloomberg.
« Nous ne pouvons pas bloquer les réserves de la Banque centrale localisées à Moscou ou en Chine. Sur l’année passée, la Russie (…) s’est préparée à la situation actuelle en diminuant ses réserves en dollars » pour augmenter celles en yuans, en roubles et en or, a indiqué Josep Borrell.
