La Banque nationale d’Algérie (BNA) et l’Union générale des commerçants et artisans algériens (UGCAA) ont procédé ce mercredi à la signature d’un protocole d’accord portant sur le développement du paiement électronique. Ce programme comprend une gamme de cartes bancaires offertes par la BNA, l’équipement en terminaux électroniques (TPE) et l’utilisation de l’application de mobile paiement « wimpay » pour le paiement et l’encaissement.
Il s’agit également de l’accompagnement pour l’intégration des terminaux de paiement acquis par les adhérents au réseau d’acceptation interbancaire CIB et de l’accompagnement pour la certification permettant l’acceptation du paiement par internet. Ce protocole d’accord a été signé par le directeur général de la BNA, Mohamed Lamine Lebbou et le secrétaire général de l’UGCAA, Hazab Ben Chahra, en présence notamment du SG du ministère des Finances, Brahim Kessali.
Le DG de la BNA a indiqué que cette signature intervient dans le cadre de la limitation du recours aux liquidités, ainsi que la sensibilisation des commerçants et des citoyens, estimant que l’UGCAA constitue « une porte d’entrée importante » pour les banques afin de généraliser la distribution des TPE. « L’autre objectif est de développer l’inclusion financière tout en réduisant la masse monétaire utilisée dans les transactions commerciales », souligne Lamine Lebbou.
Pour sa part, Hazab Ben Chahra fait savoir qu’il est convenu au sein de l’UGCAA la nécessité de généraliser la carte bancaire électronique, notant la contribution de son organisation professionnelle dans cette optique. Il a en outre précisé que, dans le cadre de ce protocole d’accord, des journées d’information et de sensibilisation seront organisées au niveau national visant la promotion et le développement de l’utilisation des moyens de paiement électronique.
