L’Envoyé spécial chargé de la question du Sahara occidental et des pays du Maghreb au ministère des Affaires étrangères et de la Communauté nationale à l’étranger, Amar Belani, a indiqué, ce lundi, que le retour de l’ambassadeur d’Algérie à Madrid « sera tranché souverainement par les autorités algériennes dans le cadre de clarifications préalables et franches pour reconstruire une confiance sérieusement abîmée ».
Dans une déclaration à l’APS, M. Belani a affirmé que « le retour de l’ambassadeur d’Algérie à Madrid sera tranché souverainement par les autorités algériennes dans le cadre de clarifications préalables et franches pour reconstruire une confiance sérieusement abîmée sur la base de principes clairs, prévisibles et conformes au droit international ». S’agissant de ceux qui spéculent naïvement sur « une colère passagère de l’Algérie, ils ne sont pas en phase avec la réalité », a-t-il répondu.
S’exprimant par la même occasion au sujet de la dernière déclaration du chef du gouvernement espagnol, Pedro Sanchez, l’Envoyé spécial a déclaré: « Il s’agit de propos formulés avec une légèreté déconcertante, qui correspondent à la volonté de s’auto-absoudre de la lourde responsabilité personnelle dans l’adoption de ce surprenant revirement sur la question du Sahara occidental qui rompt avec la position d’équilibre traditionnelle de l’Espagne ».
Et de poursuivre: « En se dédouanant, de manière aussi candide, il a laissé entendre que la nouvelle position du gouvernement espagnol sur la question du Sahara occidental est conforme aux résolutions du Conseil de sécurité des Nations unies et qu’elle s’aligne également avec la position d’autres pays. En ce faisant, il semble oublier que l’Espagne a une responsabilité particulière, tant sur le plan moral que juridique en sa qualité de puissance administrante de juré (statut rappelé en 2014 par l’Audiencia nacional) et en sa qualité de membre du Groupe des amis du Sahara occidental auprès du Secrétaire général des Nations unies ».
En outre, ajoute le diplomate, la démarche qui consiste à relativiser la gravité de ce changement de la position du gouvernement espagnol sur la question du Sahara occidental en la comparant avec la position de certains pays sur l’autonomie est « abusive et ne reflète pas la réalité ». Il rappelle que l’administration américaine évoque « une approche potentielle », quand la France indique que c’est « une base » et que le gouvernement allemand s’est exprimé sur cette option en la qualifiant de « base possible ».
Pour M. Belani, « on est bien loin de l’affirmation péremptoire au sujet de l’autonomie qui serait la base la plus sérieuse, réaliste et crédible, ce qui équivaut à la reconnaissance indue de la marocanité du Sahara occidental, un territoire non autonome dont le statut final reste à déterminer et qui est éligible à l’autodétermination conformément à la légalité internationale ».
