Le Plan d’action du Gouvernement pour la mise en œuvre du programme du président de la République, adopté lundi dernier en Conseil des ministres, lors d’une réunion extraordinaire présidée par le président de la République, Abdelmadjid Tebboune, s’articule autour de cinq principaux chapitres en vue d’engager des réformes structurelles importantes.
Les chapitres du plan d’action du Gouvernement, qui sera soumis aux débats et approbation prochainement au Parlement, sont consacrés à la consolidation de l’Etat de droit et la rénovation de la gouvernance, la relance et le renouveau économique, le développement humain et une politique sociale renforcée, ainsi qu’à une politique étrangère dynamique et proactive, et le renforcement de la sécurité et de la défense nationale.
Dans son introduction, le plan d’action note que « l’organisation réussie des élections législatives du 12 juin 2021, avec l’installation de la nouvelle assemblée parlementaire, est une autre étape dans le processus de mise en œuvre de l’engagement du Président de la République pour le parachèvement de l’édifice institutionnel, en consécration d’une nouvelle ère qui caractérisera l’Algérie nouvelle au sein de mécanismes constitutionnels et juridiques garantissant l’intégrité et la crédibilité de la pratique démocratique » et que « les élections locales annoncées pour la fin de l’année constitueront une nouvelle étape de ce processus ».
Il est, également, souligné que « l’élaboration de ce plan d’action du gouvernement intervient dans une conjoncture exceptionnelle liée à la pandémie du Covid-19 dont la continuité des répercussions accentue le manque de visibilité sur un retour à la normalité, aussi bien au niveau national qu’international, notamment en termes de mobilité des personnes et des biens, de commerce international et de fonctionnement normal des marchés ».
Le texte précise que « ce contexte inédit constitue un grand défi pour le gouvernement qui doit à la fois gérer l’urgence d’une situation épidémiologique en constante évolution et engager les réformes structurelles importantes sur les plans institutionnelles et socio-économiques, particulièrement pour réussir la relance économique ».
Le capital humain « est au cœur de toutes les transformations que doit opérer l’Algérie
Dans ce cadre, le plan d’action du Gouvernement souligne que « malgré la difficulté de cette situation sans précédent ayant accru la contrainte budgétaire de l’Etat du fait de la baisse des recettes fiscales, le gouvernement s’engage à prendre toutes les mesures idoines permettant d’endiguer la situation sanitaire et à prendre en charge les impacts socioéconomiques de celle-ci, notamment à travers la poursuite des mesures de soutien social et de soutien à l’activité économique ».
Selon le texte, « le gouvernement poursuivra ses efforts visant à développer les services publics, notamment les services de base, en termes de qualité et d’accessibilité », relevant qu' »en matière des services de santé, le gouvernement veillera à améliorer la qualité des soins et au renforcement des outils de prévention tout en assurant une meilleure prise en charge sanitaire sur tout le territoire national ».
En matière d’éducation, le gouvernement « veillera à l’amélioration de la qualité de l’enseignement » et à « l’amélioration de la qualité de vie vise à développer les conditions d’épanouissement culturel et physique des citoyens en dynamisant la vie culturelle et en développant la pratique sportive à tous les niveaux d’une part, et à renforcer l’application des règles d’urbanisme et le respect de l’environnement dans une optique de développement durable s’appuyant sur une vision intégrée du territoire d’autre part ».
Il est, également, souligné dans le plan d’action du Gouvernement que « la réussite de toute réforme repose, aussi, sur un facteur décisif, sinon critique, pour le développement économique et social qui est le capital humain ».
