Paiement et commerce électroniques : Pour le président du GAAN «la LFC 2022 nous fait reculer deux pas en arrière»
Dans son allocution d’ouverture au Forum «Rakmana», dans sa 6eme édition avec pour thèmes « l’e-paiement et le commerce électronique » qui s’est déroulé ce matin à l’hôtel Sofitel, Tadjeddine BACHIR, président du GAAN (Groupement Algérien des Acteurs du Numérique) n’est pas passé par quatre chemins pour décrire une décision gouvernementale, pour le moins surprenante, concernant le paiement électronique. «Autant on applaudit la convention d’interopérabilité entre la carte CIB et la carte Edahabia pour le paiement en ligne signée en décembre dernier entre Algérie–Poste, la Satim et le GIE Monétique qui fait avancer le processus d’un grand pas, autant on déplore la décision du gouvernement qui a augmenté, en faveur de la loi de Finances 2022, la TVA de 9 à 19 % concernant le commerce électronique et nous fait reculer ainsi de deux pas en arrière» a-t-il déclaré d’emblée déplorant que «pareille décision vienne ébranler tous les discours d’encouragement prônés jusque là pour recourir au paiement électronique à commencer par des incitations fiscales». Le GAAN n’omettra pas d’ailleurs d’avertir sur les retombées dont notamment « l’émergence d’un marché parallèle sur la toile encore plus important que ce qu’il existe déjà et dont le président de la république en a fait mention dans son dernier discours». Tadjeddine BACHIR est revenu, egalement, sur une vérité évidente et plutôt amère par rapport au système d’imposition qui est, selon lui, «l’un des facteurs principaux pour lequel les commerçants boudent le paiement électronique». Plus encore, l’orateur est convaincu que «les efforts consentis jusque là pour booster la généralisation de l’E-payment sont loin d’être suffisants avec une trés grande lacune inhérente au volet sensibilisation à travers les medias». Tout en saluant tout le travail, et non des moindres, fourni par Algérie-Poste, l’orateur ne manquera de tacler cette entité détentrice de 24 millions de comptes et plus de 8 millions de cartes Edahabia d’enregistrer un déficit en formation et certains de ses préposés au guichet ignorent jusqu’à les nouveaux services et produits proposés par leur établissement».Pour ce qui est du cadre juridique relatif au commerce électronique , le président du GAAN soulignera avec force la loi 18,05 du 10 mai 2018 qu’il estime « dépassée » et « nécessite une urgente révision pour être au diapason des dernières évolutions en la matière » . Pour ce faire, il révèle « la préparation d’un ensemble de propositions, élaborées par le GAAN, à soumettre prochainement au gouvernement ».
