Mines : une société mixte pour le complexe de transformation du phosphate
Le ministre de l’Energie et des Mines, Mohamed Arkab a annoncé, ce jeudi, la création, à la fin de l’année en cours, d’une société en participation qui se chargera de la réalisation du projet du complexe de transformation du phosphate à l’est du pays.
Lors d’une plénière de l’Assemblée nationale populaire consacrée aux questions orales, le ministre a indiqué qu’un travail était en cours pour le choix du partenaire étranger pour cette société mixte devant regrouper également le groupe industriel « Asmidal », filiale du Groupe Sonatrach et le groupe industriel minier « Manal ».
Ce partenaire sera choisi selon le cahier des charges relatif à l’appel à participation du 22 avril dernier destiné aux sociétés technologiques spécialisées dans le domaine du phosphate.
Ouvert aux sociétés internationales qui peuvent participer seules ou par en groupement, cet appel à participation est destiné aux sociétés répondant aux conditions requises notamment l’expérience dans le développement et l’exploitation des mines et du phosphate, la transformation des quantités de phosphate et d’ammoniaque, la production des engrais outre l’expérience dans le domaine de commercialisation des produits finis, et si possible la justification d’un réseau international de distribution des engrais, selon Arkab.
Il est également exigé de présenter une offre « attractive » pour le financement de la réalisation du projet, a poursuivi le ministre.
Arkab a fait état de la réception, jusqu’à ce jour, de « plusieurs offres », actuellement dans la dernière étape d’évaluation, avant de choisir le partenaire étranger et de signer officiellement avec lui pour la création, avant fin 2021, d’une société en participation conformément à la loi algérienne.
Pour rappel, le complexe de transformation du phosphate, qui a été conçu de manière intégrée, comprend une chaîne de valeurs intégrale passant par la préparation, l’extraction, le traitement, la valorisation du phosphate brut, la production d’acide phosphorique, d’acide sulfurique et d’engrais azotés et phosphatés et la commercialisation des produits finis afin de répondre aux besoins du marché national et d’exporter l’excédent via le port d’Annaba.
Outre les infrastructures réalisées par l’Etat en préparation du lancement de ce projet, une commission de coordination entre les secteurs ministériels concernés a été formée en vue de la prise en charge de tous les aspects relatifs à la réalisation du projet.
