Lors d’un Conseil des ministres tenu ce dimanche, le Président de la République Abdelmadjid Tebboune a donné des directives quant à l’avant projet de loi sur la promotion des investissements.
Le Président a ordonné, à ce propos, au gouvernement d’enrichir le débat, en élaborant une nouvelle loi sur la promotion des l’investissements, basée sur :
– Consacrer le principe de la liberté d’investissement et d’initiative.
– La stabilité du cadre législatif de l’investissement pour une période d’au moins dix ans.
– Simplifier les procédures et réduire le champ d’appréciation de la direction dans le domaine du traitement des dossiers d’investissement, notamment ceux qui dépendent de l’autofinancement.
– Renforcer les pouvoirs du Guichet Unique, dans le traitement des dossiers d’investissement, dans des délais précis.
– Les avantages fiscaux et les incitations se limitent à orienter et à soutenir les investissements dans certains secteurs ou régions qui reçoivent une attention particulière de l’État et pas d’autres.
– Adopter une approche pragmatique dans le traitement des investissements directs étrangers qui tient compte de l’attraction d’investissements garantissant le transfert de technologie et la création d’emplois.
