Le solde des échanges français en 2021 a été plombé par les importations d’énergie et de produits manufacturés. Derrière des raisons conjoncturelles pointent des explications structurelles, celles d’un pays aux services forts et à l’industrie faible.
Un niveau jamais atteint. La France a enregistré en 2021 le pire déficit commercial de son histoire, à 84,7 milliards d’euros, rapportent les douanes ce mardi matin. Le solde des échanges – le rapport entre les importations et les exportations, les secondes étant ici moins importantes que les premières – est plombé principalement «par l’énergie, et dans une moindre mesure, par les produits manufacturés», précisent les douanes dans leur communiqué. Jusque-là, le déficit commercial le plus important avait été enregistré en 2011, avec 75 milliards d’euros.
Dans le détail, l’aggravation du déficit s’explique «par un rebond plus marqué des importations (+18,8 % après -13 % en 2020) que des exportations (+17 % après -15,8 %)», expliquent les douanes. Préférant observer le bon côté de la balance, le ministre du Commerce extérieur, Franck Riester, estime qu’«il est important de regarder le tableau de notre activité commerciale» pointant notamment un «excédent record des services, à 36,2 milliards d’euros». Par ailleurs, «des secteurs forts à l’export sont encore en deçà de leur niveau de 2019», comme l’aéronautique qui n’est revenue qu’à 57 % de son niveau d’avant la crise sanitaire, pointe le ministre. De quoi espérer voir le ciel s’éclaircir à l’avenir.
«En ce qui concerne la balance des biens, la dégradation est essentiellement due à l’alourdissement de la facture énergétique de 17,9 milliards d’euros», confirme Franck Riester, à l’unisson du communiqué des douanes. Le déficit s’explique aussi par la vigueur de la reprise, alors que l’économie française a enregistré une croissance de 7 % l’an dernier, qui «a influé sur les importations de biens de consommation, d’outils industriels produits à l’étranger», selon Franck Riester.
Ainsi, au-delà des aspects conjoncturels, on retrouve quelques-uns des ingrédients classiques du déficit commercial français. Systématiquement négatif depuis 2006, le solde du commerce extérieur français est notamment plombé par la désindustrialisation du pays et la forte demande intérieure. «La France est plutôt en excédent sur les services et en gros déficit sur les biens», résume l’économiste Isabelle Méjean. La balance commerciale, qui synthétise les seuls échanges de biens, est d’ailleurs dans le rouge sans discontinuer depuis l’année 2003.
Dans un rapport publié début décembre, le Haut-Commissaire au Plan, François Bayrou, relevait que 74 % des exportations françaises (en valeur) sont réalisées par le secteur industriel, pour un montant de 468 milliards d’euros de biens manufacturés en 2019. «Malgré ces résultats, l’industrie manufacturière présente à elle seule un déficit commercial de plus de 51 milliards d’euros», déplore François Bayrou. «La désindustrialisation de la France a certainement participé à aggraver notre déficit commercial», relevait en janvier Guillaume Vanderheyden, sous-directeur au Commerce international de la Direction générale des douanes, lors d’une table ronde au Sénat.
